What me worry?

I have just been given this Enya .06 engine from a friend.  While somewhat versed in Cox, Fox, Atwood, Norvel, and Wasp 1/2A engines, this is my first Enya.
It is in pretty good shape from what I can tell, I disassembled, cleaned and lube it up.  The reed seems to seal pretty well.  One thing I noticed is the rod look to be stamped brass or bronze, so I am a little concerned about that.  Also, the thingy on the intake appears to be some sort of cut off device that is for a timer.  Can anyone shed some light on the operation in general of this engine and in particular how the thingy is supposed to work?
