Is anyone here familiar with the Komet 1 by Benito Bertolani?

I am looking at the plans (available on this site) and am wondering about the tip sections of the wings.  The tips
appear to be movable- are these some sort of ground adjustable trim tabs?

I have been looking at this design for enlargement to 1200 Sq. In with a DLE 35RA.  I want to switch to a tail dragger
gear so I loose the ventral portion of the fin.  I also had to widen the firewall by about 1/2", but I don'think it hurts the look too much.

These drawings are just to get the outlines- the structure shown is carry over from the original and will need rework.

Any thoughts?
