Use a razor plane, plane the sheet balsa on its edge nd you will get a natural curled piece. Adjust the razor plane for desired thickness of curl. Thinner curls are hard to handle, but seem stronger with more layers.
Neat thing is, you can use any weight of balsa!

Another comment, adjust the plane to cut a very thin curl...if it's cutting to thick, it will have SEGMENTS to it...almost straight pieces in the curl, you don't want that. A thin smooth curl is what your after....then layer them back up, I use titebond, Elmer's is to thin, don't work for me. Just my preference.
