1/8th scale?
I believe this is 1/8th scale. I converted it to autocad and am playing with it. It appears to be 41.776" wingspan.

Does anyone know originally drew these plans?

Plotting
To get the original 'correct' size when plotting these files, they must be enlarged 129% to achieve the intended, original plan dimensions. Only then you will have 1/8th scale plans.

Scale has been corrected
As noted previously this plan required enlargement.
